can i buy the domain name www.sanjay.com, if or if not it’sfor auction? Is there any such method?

I mean at present the portal www.sanjay.com doesn't run any private party's site,instead it redirects to a domain www.bluelinks.com. So please provide necessary procedure by which it can be acquired. from who ever the owner is.
